(1)  an outline of the new NATIONAL SECURITY ENTRY EXIT REGISTRATION SYSTEM (NSEERS) as explained by Kris Kobach, Counsel to the Attorney General Ashcroft http://fpc.state.gov/16739.htm . special registration was the one of the very controversial aspects of this new legislation; the senate contested to repeal the law, but to no avail.
